RPGaDay2026 – Resolve
Player characters are Commissioners of the Last Clemency, carrying royal warrants supposedly issued from the Queen. They travel through a troubled and embattled system to settle disputes, investigate disturbances and resolve local crises before they escalate into open war.
Each assignment brings them a petition for mercy:
- A free satellite asks that its condemned children be spared following an aberrant outbreak.
- In full view of grieving visitors, a noble’s incorruptible remains begins naming prominent war criminals.
- A noble household claims its heir has been replaced by some exotic interloper, chameleonic alien, or gene-altered spy.
- The starving population of an orbital province refuses to surrender grain demanded by the Crown.
- A notorious general offers evidence of treason in exchange for a pardon.
- An holy asteroid shelters deserters, witches and one person who may be the claims to be legitimate heir to the throne.
The Commissioners possess enormous authority, but every proclamation they issue in the Queen’s name deepens the deception. Their judgements might preserve the peace or reveal that nobody sits upon the throne.
An Aside on Setting
Astrography
There’s no map, as such. There are a lot of options for solar system creators online, or you could choose to sketch something out yourself.
I’m rather taken by the thematic resonence of the one made available by Arkimedz on itch. Whatever you choose, take the reality with a pinch of salt and seek habitable potential wherever possible. Terraformed moons, large adapted habitats/ships, and mega-satellites—it’s all good.

Tone
I fear, in my own hands, The Last Clemency might lean into The Three Stooges territory or more probably into the pulp camp-ness of Jack Vance’s books of The Gaean Reach.
In your hands, this could be a much more serious affair with a heavier hands that could both reap rewards but also raise risk far higher of revealing the cover-up behind the Commission.
Your personal taste applies in setting the stage of play. I’m just here to throw ideas at you.
Resources Three
As with all Sanction settings, player characters possess three core Resources that form the basis for their meeting a Challenge.
Similar to earlier Setups, like The Agency and The Feed, Commissioners do not usually achieve success through fisticuffs or threat of violence—at least not directly. Instead, they channel the word of their Queen in ways that best meet the situation.
Mercy
Mercy is empathy, care, ethical judgement and restraint.
Check Mercy to heal, reconcile, reassure, understand suffering, negotiate an honourable surrender or find an answer that preserves lives and dignity.
Mercy isn’t singular in resolution and sometimes a Commissioner may find their outcome through difficult decisions. Mercy may mean forgiving an insurgent or evacuating a settlement, but it could also mean granting a swift death to someone whose damaged body cannot be repaired.
Resolve
Resolve is endurance, discipline, courage and decisive action. It can be physical, but also seeks accord through an unwavering character or uncompromising verdict.
Use Resolve to fight, pursue, survive, resist coercion, endure hostile environments, command under pressure or carry through a hardheaded decision.
Resolve gets things done, but determination can become inflexibility. The Commissioner who refuses to yield might preserve the peace or destroy everyone involved rather than admit defeat.
Privilege
Privilege is rank, education, wealth, reputation and access to institutional systems. A Commissioner levelling Privilege as a tool leans upon the weight of establishment ingrained through generations.
Test Privilege to command, invoke a Charter, obtain transport, access restricted areas, requisition equipment or make others accept that your actions are lawful.
Privilege includes more than noble birth. It might arise from military rank, recognised expertise, corporate authority, religious office or possession of the correct codes.
Heart, Body and Soul
It’s probably a broken comparison, but I guess you can think of Mercy, Resolve and Privilege this way—equivalent to Heart, Body and Soul. It’s how your character deals with things, coming as they do from a special place set far apart from the masses. In a way, their actions are those of Queen-Mediator Aurelia IX, but they are her mouthpiece, her hand, and her benevolence as a respected ruler.
If in doubt, look to the cover image and how the crowded masses treated Aurelia. As her representatives, the Commissioners might expect a weaker reflection of the same response, but in their actions they determine whether they can maintain the facade or if too much of themselves begins to show though, fostering doubt.
When Commissioners meet a Challenge with these Resources they may engage in direct action, but they may also evoke the spirit, word, or generosity of the Queen and her Accord. Whatever they do, they risk letting those around them peek behind the curtain and catch glimpses of the truth.
